The Finnish army was looking to solve their problems with the M27, and formed an agreement with the Civil Guard to standardize on a new rifle that utilizes key features from the M28/30. Sako would begin producing this new rifle in 1940, and the first 7,000 had no pistol grip. After the initial 7,000, all subsequent M39 rifles now had a pistol grip but were otherwise unchanged mechanically. Sako produced these rifles for both the army as well as the civil guard, and VKT would produce examples for the army
